(SR93:419) <br /> <br /> Mr. Swift presented the staff report. <br /> <br /> In response to Council's questions and concerns, Mr. Swift spoke about the regulations <br />of the Public Utilities Commission (PUC), the definition of passenger service, and the <br />sponsorship and the responsibility of the nilroad. <br /> <br /> Mr. Tarver declared the public hearing open on the application. <br /> <br /> Ross Trapeni, 4430 Pleasanton Avenue, president of the Railroad Association, stated that <br />the Association was hoping to restore something important and historical to this town. He asked <br />that Council conceptually approve this item. <br /> <br /> Ed Churka, 30 W. Neal Street, representing the Heasanton Railroad Association, <br />explained the schedule for the train trips and the routes to be taken. The Wain will run the first <br />and third Sunday of every month. He then spoke about the lead agency issue and clarified a few <br />items from the staff report. <br /> <br /> In response to Council's questions, Mr. Churka stated that it was his intent to have <br />round-trip tickets only, not one-way trips. He did not believe that the trains would be using the <br />steam whistles and if they did, it would be very seldom. The volume of the blowers can be <br />minimized should Council wish to do so. <br /> <br /> Michael Snyder, 4039 Norton Avenue, Oakland, President of the Pacific Locomotive <br />Association, stated that the Association considers itself as a museum. He believed that this train <br />would be very different from that of the Napa Wine Train. <br /> <br /> Michael Horton, 1275 Harvest Road, was interested in the historical and educational <br />value this train would bring to Pleasanton. He spoke in support of this application and asked <br />for Council's approval. <br /> <br /> The following citizens spoke in support of this item, Gary Schwaegerle, 189 W. Angela, <br />who gave a petition to Council; Robert Cordtz, 262 W.
