Signature Properties/The Prudential In~rance Company of America <br /> (SR93:385) <br /> <br /> Mr. Swift presented the report and indicated that this project, if approved, would replace <br /> the Robertson Homes Phase H design. He discussed the proposals for a park in the area. <br /> <br /> Mr. Pieo asked if there was a fiscal impact report. <br /> <br /> Mr. Swift indicated this was an in-fill project and would be serviced by existing <br />infrastructure. <br /> <br /> Mr. Pico asked if staff had looked at fiscal impact of other potential uses on this site. <br />He was concerned about new residential development's impact on the city over the long term. <br />He wanted a complete fiscal impact analysis of this project and others being proposed. Mr. Pico <br />stated that in the future he would not accept staff assumptions. <br /> <br /> The public hearing was opened. <br /> <br /> Mark Sweeney, Hacienda marketing and sales representative of Prudential Insurance, <br />referred to the map and pointed out the site location. He stated that the 1986 General Plan <br />review recommended this location for housing and pointed out that employers frequently asked <br />for housing for their employees. Mr. Sweeney indicated he had reviewed the staff report and <br />there were no concerns from Prudential's standpoint. <br /> <br /> Jim Ghielmetti, Signature Properties, thanked staff for all its hard work. In 1993, <br />Prudential approached Signature about possible development on this 79 acres. A plan covering <br />52 acres was submitted in August 1993. He pointed out the location on the map. He then <br />described the professional consultants who participated in this project and described the three <br />projects that are proposed. Mr. Ghielmetti believed these projects fit the current market and <br />indicated the Planning Commission had unanimously approved them in February of 1993. The <br />delay in coming before Council has helped to solve other issues such as the school impact fees, <br />the growth management modifications, and the parks. Signature was willing to work with the <br />City to satisfy its requirements. <br /> <br /> Richard Frisby, San Marco, indicated this was a good mixture of three product types for <br />the 50 acre site. He described the street system and the various projects. Them was good <br />ms for emergency vehicles as well as recreation facilities for the residents. He pointed out <br />the open areas throughout the projects. <br /> <br /> Ken Crews, Signature Properties, 6612 Owens Drive, described the architectural features <br />of the three projects. <br /> <br /> Mr. Tarver asked how the single story units were mixed. <br /> <br />09/21/93 13 <br /> <br /> <br />
