40 <br /> <br /> Ms. Scribner expressed concern about the gate and the ability for fire and police to have <br /> access to the area. <br /> <br /> George Withers, Fire Chief, indicated the Fire Department was opposed to security gates <br /> anywhere in the City. He cited problems with vandalism making the gates inoperable and in <br /> areas like this mutual aid units are likely to be called in and they would not be able to get <br /> through the gates. The only acceptable gate would be one with a quick release pin. He further <br /> believed that the gates give a false sense of security to the residents. <br /> <br /> Capt. Mike Stewart, Pleasanton Police Department, also was opposed to gates. He <br /> indicated the gates only stop casual traffic, not vandals or crooks. <br /> <br /> Ms. Mohr indicated there is an invitation to problems if public access is allowed here <br /> even with the difficulty of maintaining a gate. She was in favor of the quick pin release design <br /> and further indicated the if the property owners are willing to accept the delays for emergency <br /> services, that is their option. <br /> <br /> Mr. Pico and Mr. Tarvet did not support gated communities and indicated gates did not <br /> give real security; they merely raise property values. <br /> <br /> Ms. Scribner was also not in favor of gates and was concerned about fire and police <br /> <br /> It was moved by Ms. Dennis, seconded by Ms. Mohr, to move the gate to B Court and <br /> the Police and Fire Departments to be consulted for an acceptable design. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mohr and Dennis <br /> NOES: Councilmembers Pico, Scribner, and Mayor Tarvet <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> It was moved by Mr. Pico to have an open offer of dedication of an easement up Tehan <br /> Canyon Road to the Moller Property with a possible staging area at the Moller Quarry, The <br /> motion died for lack of a ser, ond, <br /> <br /> Council discussed possible options to give flexibility for easements for trails and for <br /> staging areas, <br /> <br /> 09/21/93 10 <br /> <br /> <br />
