23 <br /> <br /> Mayor Tarver believed that it was not necessary to continue this item if item 5 were <br />changed. He would agreed to continuing the item if a condition were added that would not <br />allow any custom lots sold without public improvements made. <br /> <br /> Mr. Pico and Ms. Dennis supported continuing this until the next City Council meeting <br />to allow the applicant and neighbors an opportunity to resolve the easement issue. <br /> <br /> Mr. Pico felt that a condition should be added that requires the applicant to remove the <br />soil prior to the public improvements. <br /> <br /> Ms. Dennis supported the project. She would support the removal of the condition which <br />would require the applicant to provide a water tank. <br /> <br /> Ms. Scribner preferred to approve the project subject to a condition that requires the <br />parties to come to an agreement. She did not believe that a single developer should pay for all <br />undergrounding. She agreed with Mayor Tarver that the gate should not be moved to the <br />proposed area. <br /> <br /> It was moved by Ms. Dennis, and seconded by Mr. Pico, to continue this item for two <br />weeks to allow the applicant and affected property owners to continue to negotiate regarding the <br />easement. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 14d <br />AP-93-7/PUD-81-30/34D-2M.
