23 <br /> <br /> Mayor Tarver believed that it was not necessary to continue this item if item 5 were <br />changed. He would agreed to continuing the item if a condition were added that would not <br />allow any custom lots sold without public improvements made. <br /> <br /> Mr. Pico and Ms. Dennis supported continuing this until the next City Council meeting <br />to allow the applicant and neighbors an opportunity to resolve the easement issue. <br /> <br /> Mr. Pico felt that a condition should be added that requires the applicant to remove the <br />soil prior to the public improvements. <br /> <br /> Ms. Dennis supported the project. She would support the removal of the condition which <br />would require the applicant to provide a water tank. <br /> <br /> Ms. Scribner preferred to approve the project subject to a condition that requires the <br />parties to come to an agreement. She did not believe that a single developer should pay for all <br />undergrounding.
