22 <br /> <br /> Ted Beaham, Berloger Geotechnical, pointed out where the contamination area was on <br /> the lot. He explained the work plan that was developed by Berloger and Alameda County to <br /> clean the lot. Approximately 500 cubic yards of soil will need to cleaned. <br /> <br /> Mannie Joel, 5470 Foothill Road, did not object to this development. He reiterated that <br /> the easement issue has not yet been resolved. Therefore, he asked Council to continue this item <br /> until the next City Council meeting. He then gave a brief history of the property and described <br /> the safety hazard of the road. <br /> <br /> Lan'y Buffer, 7325 Altura Place, Oakland, owner of 5466 Foothill Road, requested <br /> Council to continue this to the next City Council meeting. The two weeks would allow for <br /> further negotiations and possible resolution to the easement issue. <br /> <br /> Imelda Lehne, 5466 Foothill Road, also requested a continuance of this item. She was <br /> concerned with the safety of the access road and would like more time to negotiate an <br /> agreement. <br /> <br /> Frank Neu, 18210 Cannel Drive, Castro Valley, pwperty owner, had no objection to the <br /> project but also requested Council to continue this item. <br /> <br /> Many Greist, 5470 Foothill Road, spoke in support of this project. She believed that the <br /> easement should be a public road. She objected to staff' s recommendation regarding this road. <br /> <br /> Mr. MacDonald rebutted. He explained the clean up plan and stated that an agreement <br /> is close to being reached regarding the easement. He asked that Council approve the project <br /> because an agreement should be reached by the second reading of the ordinance. <br /> <br /> There was discussion regarding the fire control, grazing and eminent domain. <br /> <br /> There being no further testimony, Mr. Tarver declared the public heating closed. <br /> <br /> Ms. Mohr asked if the applicant would object to having a water tank which would serve <br /> multiple families on its property if Presley Homes does not build one. <br /> <br /> Mr. MacDonald would not object to having a condition on the tentative map but was <br /> skeptical about agreeing to building any size tank. The cost of the tank could make the project <br /> infeasible. <br /> <br /> Mr. Taeb requested that Council approve this project and not continue this to the next <br /> City Council meeting. He will continue to work with the neighbors to reach an agreement <br /> regarding the easement. <br /> <br /> 09/07/93 12 <br /> <br /> <br />
