21 <br /> <br /> Peter MacDonald, 400 Main Street, represented Moller Properties and Boulevard <br /> Development Company. He introduced Donna and Jan Wallace; Hamid Taeb (Boulevard <br /> Development Company); Ted Beaham, Geologist; Frank Berloger; Kathy Hughins and Jeff <br /> Holmwood 0tissell & Karn). Mr. MacDonald did not object to Condition No. 16 (a new <br /> condition) regarding the spring boxes. He then referred to Condition 15 and stated that he <br /> intended on having the Environmental Master draft the Nature Preservation Awareness Brochure. <br /> He will then submit it to the Planning Commission as well as to Fish & Game. Mr. MacDonald <br /> would support giving broad staff authority to locate a water tank. <br /> <br /> Hamid Taeb, Boulevard Development Company, described the design of the proposed <br /> homes. He pointed out details of the development on a map. He stated that he has been <br /> working with the neighbors regarding their concerns but has not yet come to an agreement. He <br /> asked that Council add a condition that would allow him to build a water tank if Presley Homes <br /> does not record its final map. He asked that a condition be added that would allow him to use <br /> a one inch pipe to the homes instead of the 11/2 inch pipe in the conditions to reduce the cost <br /> of the meter connections. Mr. Taeb asked for Couneil's unanimous approval. <br /> <br /> Mr. Swift explained that the fire department will determine whether any of the units need <br /> to have fire sprinklers included once the Wild Fire Management Zone is finalized. <br /> <br /> Rick Hempy, 3568 Vine Street, spoke in favor of this project. <br /> <br />- David Glenn, 5650 Foothill Road, stated that his household uses a roadway easement that <br /> extends across the Moller property. This project would impact this easement and discussions <br /> concerning an agreement are in progress at this time. He requested that any discussion <br /> regarding the easement be continued to the next City Council meeting. He concurred with <br /> moving the security gate over to B Court because of a fire hazard. <br /> <br /> Margaret Traey, 1262 Madison Avenue, Livemore, Preserve Area Ridgelands <br /> Committee, spoke in opposition to this project. She believed that no homes should be built on <br /> the east side of the ridge. PARC has the following concerns: 1) is there a condition which <br /> requires a letter from the Alameda County Health Care Services Agency accepting completion <br /> of the work plan to clean up the ground water before any building permits are issued; 2) how <br /> many heritage trees are to be cut down; 3) has State Fish and Game approved the bulldozing out <br /> of the pond in order to make it deeper and how would that prove beneficial to the wildlife; and <br /> 4) will there be sufficient water supply to fill the water tank. <br /> <br /> In response to Ms. Dennis' questions, Mr. Swift stated that it would be possible to add <br /> a condition for clean up but it would be a duplication of one that currently exists by Alameda <br /> County. He then explained the tree replacement ratio change. Approximately 14 trees are <br /> scheduled to be removed. <br /> <br /> 09/07/93 11 <br /> <br /> <br />
