Ms. Ayala said those people are already a part of the City and cannot vote on <br />annexation. <br /> <br /> Unidentified speaker felt the issue was being convoluted by the development <br />agreement. <br /> <br /> Ms. Ayala agreed this is a complex issue and requires cooperation. <br /> <br /> Mike Goodwin stated that it appears a number of decisions are based on the amount <br />of money that has been spent by the City on the project. He asked if the City was being <br />reimbursed for any of the $2 million it has spent on the golf course. <br /> <br /> Ms. Ayala said the City is not being reimbursed. <br /> <br /> Mayor Tarver said there is no development agreement, there are no projects or any <br />actions taken at this time. <br /> <br /> Mr. Goodwin felt that was extremely poor planning. The Vineyard Corridor <br />property owners are being charged for reimbursement of staff time, studies, etc. There has <br />been over a million dollars spent on that. He was concemed that decisions are being spent <br />based on how much money the City has spent and you still don't know if there is a project <br />or not. He had no comment on the annexation issue. All this is for a golf course Council <br />believes the people want. No one has voted for it. He supported putting the golf course on <br />the San Francisco property. <br /> <br /> Mayor Tarver declared the public hearing closed. <br /> <br /> Ms. Acosta asked for Council comments on the other items in 4a. <br /> <br /> There was a break at 11:30 p.m. <br /> <br /> The meeting reconvened at 11:40 p.m. <br /> <br /> Mr. Lum announced that 101 protests votes had been received, one protest was <br />withdrawn from the start of the meeting, which is 43 % of the registered voters, therefore the <br />item qualified for election under LAFCo rules and staff recommends adopting the draft <br />resolution calling for a special mailed ballot election for November 16th. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Michelotti, to adopt Resolution <br />No. 99-103, ordering the territory designated as Happy Valley to be annexed to the <br />City of Pleasanton subject to a special election and calling for a special election by <br />mailed ballot for November 16, 1999. <br /> <br />Pleasanton City Council 28 07/29/99 <br />Special Meeting <br /> <br /> <br />
