Ms. Michelotti said if a development agreement is pursued, she wanted it done <br />soon. This development agreement hinges on what happens with anything else. She did <br />not want to drag this out. That is why she wants information. <br /> <br /> Mayor Tarver said the current development agreement could be a model for other <br />projects. <br /> <br /> Ms. Acosta said the timing of getting all the agreements would be difficult. If staff <br />brings back the information and there is any interest on the Council to pursue any others, <br />there would be an opportunity to do that before November, even though the current <br />agreement is running on its own track. <br /> <br /> A substitute motion was made by Ms. Michelotti to pursue the development <br />agreement with the Happy Valley annexation as submitted with the qualification that <br />the developer will construct the sewer and water infrastructure and the City will not <br />contribute funds, that this be pursued as quickly as possible and brought back to <br />Council. <br /> <br /> The motion died for lack of a second. <br /> <br /> It was moved by Mayor Tarver, seconded by Ms. Ayala, to pursue a <br />development on the Spotorno property, pursue a PUD on Spotorno, make every <br />attempt to bring that back for approval before November 1, and to call for a mailed <br />ballot election on the Happy Valley annexation on November 16th. <br /> <br /> Mayor Tarver said the development agreement being pursued could be used as an <br />example for other projects coming before Council between now and November 1. <br /> <br /> Ms. Michelotti wanted the development to be brought back as soon as possible so <br />she will know if there is support for the agreement. That way the residents can be <br />guaranteed the bypass road will be completed. <br /> <br /> Mayor Tarver said this motion attempts to do just that. When staff brings back all <br />the projects that are in the process, Ms. Michelotti could chose one or more and make a <br />motion to direct staff to pursue development agreements for them.
