The motion died for lack of a second. <br /> <br /> If CAPP passes, then these projects would have to go to the voters for approval. He <br />felt the Spotorno/Summerhill project would be approved, the projects related to the golf <br />course would get approved, and he was unsure about the New Cities project. If it is not, <br />then it would have to come back with a plan that could be approve& He felt those items <br />could be on the ballot in March 2000. The main issue is the guarantee of the bypass road <br />and whether the City wants to invest additional money subject to reimbursement. The issue <br />of the developers paying for the water and sewer infrastructure would be part of whether or <br />not their projects are approved by the voters. <br /> <br /> Mayor Tarver said there is nothing in his proposal to suggest what the outcome will <br />ultimately be. Council needs to take action on the projects before the annexation vote. <br />Council needs to decide what Council is going to do to get an affirmative vote on <br />annexation. That can be done by development agreement, PUD approval, approval of a <br />bypass road for the Spotorno property, New Cities property and the golf course, or you can <br />drop a section of the road and have the city pay for it. There is nothing to suggest what <br />Council's ultimate decision will be, but it must be made before November 1 st. <br /> <br /> It was moved by Ms. Michelotti to direct staff to pursue a development <br />agreement similar to what is proposed that will guarantee the bypass road, will <br />guarantee water and sewer infrastructure with no additional payment by the City, <br />and for staff to provide information on other projects that are in the process so she <br />has that information before her when she votes for this package. <br /> <br /> The motion died for lack of a second. <br /> <br /> Mayor Tarver clarified that staff was to pursue this development agreement and <br />other items and there would be another item on the agenda that would give information <br />about everything else pending. <br /> <br /> Ms. Dennis asked if staff would be contacting people who have expressed an <br />interest in having a development agreement. <br /> <br /> Ms. Acosta clarified that the motion was to pursue a development agreement that <br />guarantees the bypass road and the water and sewer payment and that staff bring back <br />information on other projects that are currently in process and Council would look at <br />whether it wanted to pursue development agreements. <br /> <br /> Ms. Dennis said her point in asking that staff contact the representatives of other <br />developers is that they have ideas about what they want to see in a development agreement. <br /> <br />Pleasanton City Council 19 07/29/99 <br />Special Meeting <br /> <br /> <br />
