Once it is completed, the normal <br />time for review and to get to Council is two to four months, depending on the application. <br />To do it in less time would be very difficult. <br /> <br /> Ms. Michelotti wanted the motion to include bringing back all the possibilities for <br />whatever project is in process. <br /> <br /> Ms. Ayala would not include that in her motion. <br /> <br /> It was moved by Ms. Dennis to contact people with projects in process, that <br />worked with the City in the General Plan, and give them the opportunity to craft a <br />development agreement to protect their right to go through the review process, so long <br />as there is no General Plan amendment, which grandfathers them into the current <br />process. The project would still be subject to a referendum if people did not like the <br />plan. <br /> <br /> The motion failed for lack of a second. <br /> <br /> She felt it was possible to have a development agreement that is very simple that <br />basically guarantees exemption from the CAPP initiative and guarantees a review of their <br />project in the usual manner. <br /> <br /> Mayor Tarver asked if it were possible by November 1st to have a PUD <br />development plan for Spotomo. <br /> <br /> Mr. Swift said it is possible. Until the application is complete he could not say how <br />practical that was. <br /> <br /> It was moved by Mayor Tarvet to pursue the development agreement, <br />complete the PUD for the Spotorno property prior to November 1st, and schedule a <br />mailed ballot election on November 16th, for the Happy Valley annexation. <br /> <br /> If this is not done by November 1, there is no PUD, no development agreement, and <br />the residents will know one way or the other whether they will vote for annexation. <br />Basically, Council would call for the Special Election in order to give time for the residents <br />and staff to have time to put all this together and present what the conditions are for the <br />vote. <br /> <br /> It was moved by Mr. Pico to have the City pay for the bypass road subject to <br />reimbursement. <br /> <br />Pleasanton City Council 18 07/29/99 <br />Special Meeting <br /> <br /> <br />
