Ms. Dennis asked how much the City spent in developing the Specific Plan for the <br />Vineyard Corridor and on the San Francisco project. <br /> <br /> Ms. Acosta estimated about $250,000 for Vineyard and $500,000 for San Francisco. <br /> <br /> Ms. Ayala felt it was not possible to get an agreement for every proposed <br />development before November. <br /> <br /> Ms. Michelotti wanted assurance that other applications for similar agreements <br />would be considered. <br /> <br /> Mayor Tarver said he would consider whatever came before Council, but staff must <br />have a priority of what to work on between now and November. The alternative is to put <br />something on the ballot in the next week. <br /> <br /> Mr. Pico felt it was consistent with the CAPP initiative if there is a vote. <br /> <br /> Ms. Michelotti felt everyone was acting as if CAPP were already adopted. This is <br />not good planning. Council should be addressing this in a sane way. <br /> <br /> Ms. Ayala felt Council was addressing what is before us on the agenda. Staff has its <br />priorities already set and if something else comes before Council we'll see what happens. <br /> <br /> Ms. Dennis said the only way she could support this development agreement were if <br />it were part of a package that includes all the other properties that want development <br />agreements. She did not want to make them stand in line and deal with a prioritization. <br />Anyone who has been in the process, who worked with the city during the General Plan <br />process and agreed on where development would occur, deserves to have the consideration. <br /> The agreement can be simple. <br /> <br /> Mayor Tarver said there is a difference. In one case, there is a proposal in front of <br />Council and we are working to get through the process to approve the package. What you <br />are saying is that Council should make decisions on applications that are not before Council <br />and have not been worked on as much as what is before Council now. <br /> <br /> Ms. Dennis did not believe that the City should give its own project special <br />treatment. <br /> <br /> Ms. Michelotti asked if Mayor Tarver and Ms. Ayala would be willing to have staff <br />bring back other options. She and Ms. Dennis are concemed about the equity issue. <br /> <br /> Mayor Tarver stated that if a PUD with development agreements, pre-annexation <br />agreements, cost sharing agreements, etc. are presented to Council for consideration, it is <br />obligated to make a decision.
