Mayor Tarver wanted the golf course to proceed as quickly as possible. He would
like to see the development agreement get through the process, but there are time
constraints for the November election. He supported the CAPP initiative and also
supported the golf course and believed the community supports the golf course. He also
believed the community would support the package that is before Council. He is not certain
of that in any other area.

Ms. Michelotti pointed out that the New Cities plan is on the agenda tonight and
Council can address all the concerns in the public hearing. She believed the development
agreement structure with this proposal is valid. She had a concern because the Lund
property was not included. She would like more information and felt this was an equity
issue. She asked Mayor Tarver if he would consider another development agreement for
other projects after this one.

Mayor Tarver said he would not.

Ms. Ayala asked if it were realistic to put another initiative on the ballot.

Mr. Roush said the specific plans could be put on the ballot as Council sponsored
initiatives, but it has to be done by next Thursday. In order for that to be approved, it must
get more votes than the CAPP initiative. If it were approved the individual PUDs in the
Specific Plan would still have to go through the process. If it got a no vote, then the
' - Specific Plan is lost. There are downsides to this.

Ms. Ayala supported the development agreement and did not have a problem with
leaving out the Lund property. There is no plan from the Lunds. The City has spent $1.7
million of taxpayers money, has approved the North Sycamore and Happy Valley Specific
Plans, she believed the CAPP initiative proponents specifically left this area out, and she
felt the people of Pleasanton want the golf course and would accept the houses that are
going around it.

Ms. Michelotti asked how she would feel if someone else came forward and asked
for the same agreement.

Ms. Ayala felt it was adding fuel to the fire for the CAPP initiative to pass.

Ms. Michelotti said the Vineyard Corridor Specific Plan, which included 189 units,
was approved by Council and the residents had worked for years to get it approved. Does
Council stand behind its decision?

Ms. Ayala said the school is connected with that approval and she felt the people
would accept the development if they get a school and the road to the school.

Pleasanton City Council 15 07/29/99
Special Meeting
