CAPP is neutral on those issues, it just wants any development to be put to a vote of the <br />people to decide if it improves the quality of life. <br /> <br /> Ms. Michelotti stated that if the CAPP Initiative is adopted, this Corridor area <br />goes back to Agriculture zoning. <br /> <br /> Mr. Erickson said that can be fixed by putting the Specific Plan to a vote. <br /> <br /> Ms. Michelotti said that in addition to approving a Specific Plan the area also <br />would have to be rezoned back to its original designation. So if CAPP passes, it does <br />have a great impact on these parcels. <br /> <br /> Ms. Ayala stated that this application is 27 units and if CAPP were adopted, it <br />would have to go to approval of the voters. She felt it would be difficult for this small a <br />project to have to educate the entire city to get voter approval. <br /> <br /> Mr. Erickson said if Council refused to review this project as a group and forced <br />the property owners to come forward as separate projects it would not have to be voted <br />on. But he felt it would have been easier for all if Council had put the Specific Plan to a <br />vote of the people. <br /> <br /> Mr. Tarver disagreed. He did not support the specific plan, but he did not object <br />to this portion of it. If you combined this application with the rest of the Specific Plan, he <br />felt the voters might oppose the whole thing, which would hurt these particular <br />properties. <br /> <br /> Carole Varela, 3856 Mohr Avenue, believed that these property owners should <br />have been taken care of years ago. Many projects have come forward in front of them <br />and she did not believe these properties should be used as a hostage. The CAPP Initiative <br />was not intended to hurt these people. Council has stated it will act on projects already in <br />process and she saw no reason not to approve them. She said this has nothing to do with <br />CAPP. She urged Council to approve these projects. They are on the west side and <br />separate from the rest of the properties in the Vineyard Corridor and she did not believe <br />they should have been included in the Specific Plan. She believed the CAPP proponents <br />supported these projects. <br /> <br /> Lillian Jardin, 751 Clara Lane, indicated she had recently purchased the property <br />but she sympathized with the people who have been in this process a long time. She <br />referred to the question of getting a conditional use permit for keeping horses. She does <br />not own horses, but relatives come to visit for a month or more and this would be a <br />temporary situation. She does not plan on purchasing her own horses. She asked <br />Council to respect all the decisions and compromises that have been made to get to this <br />point in the project. <br /> <br /> Ms. Dennis asked staff which conditions applies to the ability to keep horses. <br /> <br /> 23 09/20/99 <br />Pleasanton City Council <br />Minutes <br /> <br /> <br />
