wants due process and a fair chance to be heard. He hoped Council would agree that his <br />plan has been done correctly and in conformance with the Specific Plan guidelines and all <br />other guidelines. He hoped that no politics will be involved in this hearing. It doesn't <br />matter whether someone is for or against CAPP to be for or against these applications. <br />Many other projects have gone in front of them over these nine years while he and his <br />neighbors have been waiting to use the zoning they have always had. <br /> <br /> Stephen Behm, 914 Gray Fox Circle, requested a condition on the three lots at the <br />ridgeline of the south end of the McGuire property to lower the elevation to 490 feet. He <br />believes this is a quality of life situation. When he comes home, he likes to be able to sit <br />in his back yard and look at Mt. Diablo. He does not want to have his view obliterated by <br />new development. This has been a good process and the neighborhood meetings have <br />gone well. He would also like to have more shrubbery planted on the natural ridge to <br />screen the houses. He felt this would help the new homeowners as well because there is a <br />long term lease for storage of dump trucks on the old landfill site and the trees would <br />screen the trucks from their view. <br /> <br /> John Dolan, 1778 Tanglewood Way, indicated he has seen a lot of changes in <br />Pleasanton over the years and likes the way the City has developed. He said he was here <br />to testify about the character of Brian McGuire. He first met Mr. McGuire when he was <br />coaching Mr. Dolan's son' s soccer team. He knows Mr. McGuire has spent the last ten <br />years working on this project and he has also spent a great deal of his time working with <br />the community and helping the community in many ways. He urged Council to approve <br />this project. <br /> <br /> Stan Erickson, 3684 Chillingham Court, indicated he had been asked to speak on <br />behalf of a number of the Vineyard Corridor property owners with regarding the CAPP <br />Initiative. He asked Council not to make a decision on these applications based on <br />political issues. He asked for Council to decide as if there were no CAPP Initiative <br />pending. He said there was a special provision in the CAPP Initiative that allows for a <br />Specific Plan to be approved by the voters and that would allow the projects within the <br />Specific Plan to go forward without further voter approval. Mr. McGuire has volunteered <br />to work with him in preparing a CAPP II Initiative in the future. He also said this type of <br />process, which aggregates a number of projects into one, could go on in other parts of the <br />Vineyard Corridor or other areas and is better planning. CAPP was written to encourage <br />better planning. He felt voters would prefer to look at large impact projects rather than <br />single properties. The Vineyard Corridor has a large impact, whether it is by single <br />property owners or not. Encouraging many property owners to work together improves <br />the planning ability of staff and Council. It is possible that Council could disallow voting <br />on several projects together or not to allow the Specific Plan to be voted on and this <br />would make it very hard on the individual property owners. However, the CAPP <br />Initiative does have the flexibility to make it easy on the property owners. He also <br />wanted to make a point that CAPP does not prefer any particular type of development, <br />whether in-fill or otherwise. It is a voter approval Initiative so voters can decide whether <br />an entire project is good for the community.
