and downstream sewer improvements with the rest being used improvements to the road, <br />water or sewer necessary for the development of the school within the Vineyard Corridor <br />area. He indicated he agreed with the Planning Commission recommendations. <br /> <br /> Ms. Ayala asked if he was referred to the realignment of Vineyard Avenue. <br /> <br />Mr. Rowe said the improvements he was talking about were sidewalks and improvements <br />between his project and the Hitachi Nursery. Some of the $360,000 that is left over from <br />other road and sewer improvements could be used for the realignment of the road or <br />whatever the City feels is appropriate. <br /> <br /> Ms. Michelotti asked if the road had been built first, would some of the $360,000 <br />be allocated to the realignment. <br /> <br /> Mr. Swift said yes. <br /> <br /> Ms. Dennis asked about the grading plan and asked if it were possible to make <br />the elevation lower than 500 feet. <br /> <br /> Mr. Rowe said 490 or 495 would be as low as they could go. Two elevations <br />were shown because the original proposal was 500 feet. The Planning Commission <br />approved 505 feet. The 500 foot elevation was suggested, because the peek of the single- <br />story roofs would not show above the ridgeline. <br /> <br /> Ms. Dennis asked why the elevation was raised. <br /> <br /> Mr. Rowe believed that the Planning Commission preferred less grading and that <br />five feet of roof peak above the ridgeline was not so intrusive. Mr. Rowe could accept <br />whatever the City Council preferred. <br /> <br /> Mr. Tarver said Condition #96 specified that the grading plan shall be modified <br />and discussed the anticipated staff modification before the tentative map is reviewed. <br /> <br /> Ms. Michelotti referred to the fencing and encouraged the developer to provide <br />four or five feet of solid fencing with lattice on top. It gives a more open feel. <br /> <br /> Mr. Rowe agreed with that suggestion. <br /> <br /> Brian McGuire, 233 del Valle Court, said this application was not being rushed to <br />beat the CAPP Initiative. It has been in the process for ten years. Long before any plans <br />were drawn, he contacted surrounding neighbors to get input. Three letters were sent out <br />to encourage people to meet with him. The concerns were incorporated into his design <br />and at the time the neighbors reviewed the final plans, there were no objections and <br />people were pleased that he had listened to their concerns. Adjustments can still be made <br />to make this a good development. He believed that he and his four neighbors have a <br />unique situation because no one else has had their zoning suspended for nine years.
