He cited <br />the proposed fees listed in the report. He said the fees are comparable to a three star golf <br />course. The Happy Valley golf course is comparable to a four-star golf course; therefore <br />the fees could be raised. <br /> <br /> Ms. Michelotti asked if he had addressed the different financing methods. <br /> <br /> Mr. Howell said if the costs have to be financed, the residents actually end up <br />spending almost double what the original cost would be. <br /> <br /> Ms. Michelotti pointed out that the costs vary from $20,000 to $40,000. <br /> <br /> Mr. Howell knew that because his neighbor told him he would have to pay <br />$10,000 more than he (Mr. Howell) would. Also people may decide to choose only one <br />utility, which might not make the assessment district feasible. <br /> <br /> Ms. Acosta clad fled the recommendation, the use of funding from the General <br />Fund would show as a loan to the golf course. <br /> <br /> Bud Barlow, 6723 Alisal Street, was concemed with the quality of the water. He <br />said if there is any degradation in water he wanted the golf course to take care of it. <br /> <br /> Roger Manning, 1300 Happy Valley Road, was disappointed that the decision on <br />the golf course was going to be delayed another few weeks. He gave a brief overview of <br />the project. He said everyone has worked in good faith. Therefore he is confused about <br />the postponement because the PUD approval is separate from the annexation. He <br />thanked everyone involved for the hours and hours of effort and hard work and hoped <br />everyone's dreams would become a reality. <br /> <br /> Tom Smith, 1070 Happy Valley Road, appreciated the hard work. He had <br />concems that the bypass road may not be constructed and the traffic that would cut <br />through Happy Valley if this is the case. Therefore under the current conditions the <br />developer has set forth, there is no guarantee of a bypass road and he would vote against <br />the annexation. <br /> <br /> Steve Jensen, 1133 Happy Valley Road, felt it was time to move forward with this <br />golf course. <br /> <br /> Bruce Brogden, 6245 Alisal Street, calculated his costs for the financing method <br />to be $32,500. He also had concerns about the bypass road not being built.
