Ms. Acosta said the cost to the City is beyond whatever was anticipated, but the <br />golf course has maintained a constant price. The City is being very cautious as to what is <br />reasonable. <br /> <br /> Ms. Dennis understood the level of support the City is considering is $5.7 million. <br /> <br /> Mayor Tarver asked how long it would take to get a response from the permitting <br />agencies. <br /> <br /> Mr. Lum expected responses to start coming back in the early fall. <br /> <br /> Ms. Michelotti understood the bypass road would be constructed through the <br />Greenbriar, New Cities and the Sportono properties with lot line adjustments being <br />approved in the future. She asked if there was any way to have a plan in conjunction <br />with the flat portion of the Sportono's land, where the land could be developed <br />differently. <br /> <br /> Mr. Swift said anything is possible The new lots are designed to be entirely <br />within the property owner's property, at their request. The plan proposes houses on the <br />other side of the bypass road. The houses meet the requirements of the Happy Valley <br />Specific Plan for lots on the flat area. Therefore the opportunity to do something <br />different with the bypass road is not very great. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> Mark Armstrong, Attorney at Law, representing the Sportonos passed out <br />proposed changes to the agricultural policies and programs. He has already gone over the <br />changes, which are mainly clarification of the existing proposals, with staff. <br /> <br /> Bill Howell, 6651 Alisal Street, found some significant flaws in the water and <br />sewer infrastructure financing report. He asked Council to delay its decision on denying <br />the Alisal Improvement Club's most recent proposal until he could submit a response. <br /> <br /> Mayor Tarver reiterated that no action would be taken tonight. This item is being <br />continued to a special meeting. <br /> <br /> Mr. Howell said the Alisal proposal was to have the residents only pay the on-site <br />costs and not the off-site costs. If this was not possible then the residents of Alisal would <br />like an incremental method, which would reduce the costs to $25,000 per residence for <br />sewer and water. Since that time staff has reviewed the incremental method and <br />determined that it would be $37,000 to $41,000 per residence. He said this is something <br />the residents cannot afford. The goal is to make it fair and affordable. The Alisal <br />residents current proposal is to raise green fees by $.50/weekdays and $1 .00/weekends <br />which would generate enough revenue to pay for the off-site infrastructure costs and the <br />residents would pay the on-site costs. Staff turned down this proposal. He also felt there <br />were significant analytical errors in the ERA report.
