Dennis Glafkides, 737 Happy Valley Road, had concems about the bypass road <br />and construction traffic. He wanted consideration given to completing the bypass road <br />prior to beginning work on the golf course. He also wanted Happy Valley Road to be <br />considered the same as Sycamore and Alisal when it comes to providing water and sewer <br />services. <br /> <br /> Ms. Ayala asked about the bypass road. <br /> <br /> Mr. Lum said the developers have stated that if they could not get their <br />developments approved prior to the CAPP Initiative ballot election, there likely would <br />not be a bypass road constructed. The construction of the bypass road dependd upon the <br />development by Greenbriar, New Cities and Summerhill. <br /> <br /> Ms. Ayala clarified that staff did not state a bypass road would not be constructed. <br />The bypass road construction is predicated upon the developments being approved <br />through the normal process. <br /> <br /> Mr. Lum said it cannot be predicted when the bypass road will be constructed but <br />it has always been the plan to construct the bypass road. <br /> <br /> Ms. Acosta said during the discussion of the Happy Valley Specific Plan the <br />bypass road was going to be constructed after the project was under construction. <br /> <br /> Ms. Michelotti noted that the Specific Plan directs that if the bypass road could <br />not be constructed prior to the development, that it should be constructed within one year <br />after the project started. <br /> <br /> Ms. Ayala asked what road has been closed off and why more traffic would be <br />occurring on the streets with the recent start of construction by Greenbriar. <br /> <br /> Mr. Swift during the installation of the very large storm drain in Sycamore Road <br />and realignment of the east/west road, Sycamore Road between Sunol Boulevard and the <br />Greenbriar development has been closed during different periods of time. <br /> <br /> Ms. Ayala asked if every property owner had the option of hooking up to sewer <br />and water. <br /> <br /> Mr. Lum said all property owners have the option. <br /> <br /> There being no further speakers, the public heating was continued to a special <br />meeting. <br /> <br /> Mayor Tarver asked if some financial spreadsheets on infrastructure costs, <br />development costs, etc., could be generated regarding development in the area. <br /> <br />Pleasanton City Council 16 07\06\99 <br />Minutes <br /> <br /> <br />
