Ms. Michelotti understood many of the residents within the existing districts do
not want the responsibility to form homeowner associations or to manage the
maintenance.

Mr. Pico asked why is the contract being extended with the current contractor if
the work is found unsatisfactory.

Mr. Fulford has found the work to be satisfactory. There is a written specification
that the contractor follows, which is a calendar of events that the contractor must perform
regularly. He felt the contractor has fulfilled its obligation.

Mr. Pico asked why were payments held if the work was performed satisfactory.

Mr. Fulford indicated payment was held from the contractor for work in another
District.

Mr. Pico asked if he felt confident the contractor was going to perform
satisfactory.

Mr. Fulford said yes.

Ms. Acosta said the procedure is to notify the contractor if the contractor has not
performed satisfactory work. The contractor does not perform, then the contract would
not be extended.

Peter Gates, 8151 War Glory Place, said the residents are not happy with the
maintenance that is being performed at Oak Tree Farms. He has lived there for one year
and has only seen a maintenance crew in the area on two different occasions. He would
like to know when the monthly reviews are performed. There are areas that have
overgrown vegetation that is obstructing traffic views. He spoke with the foreman but to
date nothing has been done. He would like to see a list of the activities or requirements
of the contractor.

Mr. Fulford said the next scheduled review is Friday, June 18, at 9:00 a.m. He
said Oak Tree Farms is different from the other districts, in as much as it is a rural
district. The intention is to keep the area looking rural, not manicured. Therefore there
may be an impression that the contractor is not performing its duty. He said portions of
Oak Tree Farms were planted with native grasses and wild flowers to give it a rural
appearance. He indicated that Mr. Gates is welcome to meet him on Friday. He would
provide Mr. Gates with the standards found in the maintenance contract.
