Mr. Roush said delaying the item one week would not interfere with the School <br />Board' s process of notifying the homebuilders of the projected cash flow shortfall. <br /> <br /> Mr. Pico asked for a reconsideration of the Vineyard Specific Plan in order to <br />address the neighborhood concems regarding traffic impacts. <br /> <br /> Ms. Michelotti thought the conditions included a statement that the properties to <br />the west would not be responsible for the cost of the improvements. <br /> <br /> Mr. Swirl said Council directed staff to begin a traffic calming program for the <br />area at no cost to the property owners and begin a study of Vineyard Avenue in terms of <br />its design, landscaping, number of lanes, etc., which covers primarily what was asked in <br />the reconsideration letter. <br /> <br /> Ms. Ayala felt the needs of the people were going to be met with the <br />recommendations that have already been made. <br /> <br /> Ms. Acosta said a report could be brought back on the concerns raised by the <br />neighborhood and then Council could consider amending the Specific Plan based on the <br />discussion of what the concerns were. <br /> <br /> Ms. Michelotti said a reconsideration request opens up reconsideration of <br />everything. <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Ayala, to direct staff to prepare a <br />report on the traffic impacts to the neighborhoods in the Vineyard Avenue area. <br />The roll call vote was as follows: <br />AYES: Councilmembers Michelotti, Pico, and Vice Mayor Ayala. <br />NOES: None. <br />ABSENT: Councilmember Dennis and Mayor Tarver. <br />ABSTAIN: None. <br /> <br />4. CONSENT CALENDAR <br /> <br /> It was moved by Ms. Michelotti, seconded by Mr. Pico, that the following <br />actions be taken on the Consent Calendar: <br /> <br />a. Approve City Council Minutes for May 18 and June 1, 1999 as amended. <br /> <br />b. Commend Lillie Gunn as the Outstanding Crossing Guard of the Year for her <br /> work as a Crossing Guard for 35 years, providing the young people in the <br /> community with a safe passage to and from school. <br /> <br /> <br />
