include the pro rata share of the road, but not up from contributions. Many options are <br />being explored, such as giving property owners credit against the school impact fees, if <br />they contribute earlier towards the road construction. He did not suggest the timing of <br />the school opening is in any way related to the Council's direction with respect to the <br />road. <br /> <br /> Mr. Tarver indicate his point was that the funding of the road was critical and the <br />money should be spent when necessary and that there is no delay because there are no <br />funds. It is better to have the money in a specified year and not spend it than to not have <br />the money when it is needed and delay the whole project. He prefers to move the <br />expenditures forward. <br /> <br /> Ms. Michelotti said the Committee has looked at all that and made realistic <br />recommendations. This leaves the District the option that whatever choice it makes, <br />there will be a school available. She wanted to stick to the assumption there will be a <br />school in 2002 and make it happen. <br /> <br /> Mr. Tarver said his motion was to commtmicate to the School District that the <br />City Council wants to expedite the second elementary school. <br /> <br /> Ms. Michelotti said the Committee has made its recommendations and she is <br />satisfied with the information. She felt she would support a recommendation that the <br />school should be completed in an expedient fashion. <br /> <br /> Ms. Ayala said the demographer clearly stated that the recommendations were <br />based on numbers of students and not locations of schools. If the General Plan calls for <br />neighborhood schools, that is also another consideration in analyzing the numbers. She <br />would like to see the Vineyard area served by its own elementary school. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Ayala, that the City Council <br />voice its support for an independent audit of the school fees. <br /> <br /> Ms. Michelotti said the School Board is addressing that and she could not support <br />the motion.. <br /> <br /> Ms. Ayala felt the difficulty with that is that the District is using the same auditors <br />who do the annual internal audit. Those people who are requesting the audit are <br />requesting a separate company that does not annually review the school's finances.
