Mr. Tarver felt the Committee should take the lead in requesting the audit and
setting the scope of work.

The roll call vote was as follows:
AYES: Councilmembers -Ayala, Dennis, Pico, and Mayor Tarver
NOES: Councilmember Michelotti
ABSENT: None
ABSTAIN: None

It was moved by Mr. Pico, seconded by Mr. Tarver, to have the City Council
voice its concerns about the need for a third high school and that the expenditure
plan be modified to address those concerns.

Ms. Michelotti said a committee is being formed to study this with representation
from the City.

Mr. Tarver felt it had been studied and from the numbers it is clear there is a need
for a third high school. He did not care that the District is looking for altematives that are
less expensive. He did not need another study.

Ms. Michelotti said there was considerable discussion about housing high school
students and the money that will be available for that purpose. A Task Force has been
formed to review all options and a recommendation will be made by the end of the year.
Ms. Michelotti did not feel it was appropriate to say the only alternative was a third high
school.

Ms. Dennis would like to support the motion, but would like to acknowledge that
the District has come a long way towards considering this. She wanted to support and
encourage them further. The motion as stated seems to imply the District is not doing
anything.

Mr. Pico withdrew his motion.

Mr. Tarver asked Ms. Dennis to restate the motion in a friendlier manner.

Ms. Dennis suggested a preamble to Mr. Pico's motion that said the Council was
supportive of the Board's action in beginning the process of looking at how to
accommodate a third high school in the future and Council would like to see it reflected
in the expenditure plan as soon as possible.

Ms. Michelotti wanted to say "address the need for housing 5000 high school
students that are coming". She again stated she could not support saying a third high
school is the only alternative.

Pleasanton City Council 14 06/22/99
Minutes
