" Ms. Dennis indicated that according to the demographer's report, the Vineyard <br /> Corridor school may not be needed depending on the growth scenario. <br /> <br /> Mr. Tarver did not agree with the School District's current standard for maximum <br /> capacities of elementary schools. To take the pressure off those schools with 800-900 <br /> students would be a blessing. <br /> <br /> Ms. Michelotti indicated that the Committee all agreed that a school in the <br /> Vineyard Corridor is absolutely necessary and the message has been sent through the <br /> Committee members to the School District. There is $3 million in 1999 to purchase the <br /> land and make improvements. The Committee believes the timeline for the construction <br /> of the school is correct. <br /> <br /> Ms. Ayala asked Mr. Swirl to comment on that. She was told that if the new road <br /> is to go in at the same time as the school, that it would take a year to get the infrastructure <br /> complete before the District starts building the school. <br /> <br /> Mr. Tarver felt the road and school could be constructed at the same time. <br /> <br /> Mr. Swift said the time frame in the current cash flow analysis indicates the <br /> District will acquire the site in the next six months; six months is allowed to design the <br /> school; six months is set aside for the State Architect to review the plans; and then <br /> construction starts with a completion date in a year and half to two years thereafter. If <br /> you try to move the school construction forward, it is likely the school would be <br /> completed in the middle of the school year, so the funds are allocated in the years that <br /> will guarantee the school opens in the year 2002. A possible opening in 2001 was <br /> reviewed but this did not seem realistic. <br /> <br /> Ms. Michelotti referred to concems about the design of the school fitting into the <br /> character of Vineyard Corridor area. The School District, Signature, and possible other <br /> developers would be contributing to the cost of the road. She felt there would be a <br /> shortfall that will have to be solved. <br /> <br /> Mr. Swift indicated Council had directed staff to come back with a report <br /> regarding the financing plan. Staff is contacting the property owners by a survey to <br /> ascertain their wishes for a development timetable, acceptance of an assessment district <br /> to finance the road, or other creative suggestions for financing the street improvements <br /> timed with the opening of the school for 2002. <br /> <br /> Mr. Tarver felt if there were money in 2000, the road could start construction. He <br /> did not know what was included in the $3 million allocated for 1999. Was it for property <br /> purchase, roads, or planning? <br /> <br /> Mr. Swift indicated he had not seen a breakdown of what was included in the $3 <br /> million.
