She said there would be a better flow of <br />traffic if the school is not opened until the road is aligned. <br /> <br /> Brian McGuire, 233 Del Valle Court, did not feel he had been treated fairly. He was <br />promised his property would remain low density residential he agreed to be annexed. To date he <br />has not been able to exercise his fights as a property owner of a low-density residential parcel. He <br />felt this was unfair and in bad faith. He has repeatedly asked the City to put an end to this process. <br />He said his property has always been low density and no one has objected to the property staying <br />that way. He saw no reason why his property should be joined with the other properties in this <br />Specific Plan. He asked Council to keep his property separate. <br /> <br /> Ms. Michelotti asked how many units were on his property. <br /> <br /> Mr. McGuire said nine. <br /> <br /> Dee Klein, 1752 Tanglewood Way, also had a concern with the traffic that will be generated <br />by the school. She would like a traffic study done before the school site is fmalized. <br /> <br /> Sheila Fagliano, 1364 Vineyard Avenue, said she has lived next to the Foleys for <br />approximately ten years. She saw no impact to the rtmning of the cattle ranch and felt dividing her <br />lot in the northern section would not affect the ranch. She would like to be treated fairly. <br /> <br /> Ms. Michelotti asked, when she purchased the property was the County restriction part of <br />the deed. <br /> <br /> Ms. Fagliano said no, nor was it disclosed to her. <br /> <br /> There being no further speakers the public heating was closed. <br /> <br /> Ms. Ayala had a concern with the school. She was not comfortable with using the old road <br /> as a temporary access. She would like to know what options are available to have the by-pass road <br /> constructed at the same time the school is constructed. She was happy to find out that Signature is <br /> responsible for 40% of the by-pass road; the School District is responsible for 40% and the <br /> remaining 20% would be divided up amongst the developers, the City and property owners. <br /> <br /> Ms. Michelotti asked if staff knew how much the 20% would be for the road infrastructure. <br /> <br /> Mr. Rasmussen said it is 20% of $4.8 million, which would be approximately $960,000. <br /> This is the portion that the residential and park development would pay for. There is a proposal <br /> that city staff has been reviewing for the construction of 28 homes in the western portion of the plan <br /> area.
