6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Item 6a <br />Applications for the approximately 384-acre area which is locally referred to as the <br />Vineyard Avenue Corridor, located in southeast Pleasanton east of Montevino Drive and <br />west of the Ruby Hill development: <br /> <br />(1) Certification of the Final Environmental Impact Report. <br /> <br />(2) SP-97-03, Specific Plan to permit 189 new homes, possible limited commercial uses <br /> such as a bed-and-breakfast inn and winery, 20-acre community park, 12-acre <br /> elementary school, vineyards, open space, and a realignment of Vineyard Avenue to <br /> a location near the Arroyo del Va!le. <br /> <br />(3) RZ-98-02, PrezoninvJRezonin~ to the following Planned Unit Development (PUB) <br /> designations: Semi-Rural Residential, Hillside Residential, Low Density <br /> Residential, Medium Density Residential, Open space, Vineyard, Community Park, <br /> and Elementary School. (SR99: 126) <br /> <br /> Ms. Dennis said she would not participate in the discussion because she lived too close to <br />the area. She stepped down from the dias. <br /> <br /> Mayor Tarver reopened the public hearing. <br /> <br /> Roger Manning, 4725 First Street, #150, said the landowners have cooperated with the City <br /> for several years now and are hoping to see a final resolution tonight. He indicated that the <br /> infrastructure to the small parcels on the western end is in and the western end homeowners have <br /> had low-density residential zoning for many years. He said the biggest need is for another <br /> elementary school. The access to the school site will be paid for 40% by Signature Properties, 40% <br /> by the School District and 20% by the landowners in the Specific Plan area. By approving this plan <br /> tonight it will allow the westem property owners alone to immediately pay over three-fourths of <br /> million dollars to help build the road to the elementary school. The homeowners would like to see <br /> this happen as soon as possible. The City has spent a large amount of money and time to study, <br /> plan and implement the Specific Plan. He wanted to capture this investment and approve the <br /> Specific Plan. <br /> <br /> Mary Roberts, 1666 Vineyard, asked that the school opening be delayed until the roadway <br /> is realigned. She is well aware of the need for the school, but the School District has not been <br /> involved in the planning process. The school site changed after the Environmental Impact Report <br /> was done. She looked at an old map and found out that her property and lot 25 crosses the road to <br /> where the temporary entrance will be. She has not been approached regarding an easement for this <br /> entrance. The School District did not even ask the property owners if it could buy the property. <br /> She is not criticizing education, but she did not agree with the way the School District just moved <br /> the school site without asking the property owners.
