Mr. Swift said the dollar amount given is the cost to build the road itself; however, the plan
also includes installing the sewer line within that roadway. The storm drain and retention basins
are also an integral part of the road development plan. Therefore to construct the road, the cost of
the sewer line and storm drain needs to be included. The costs do add up to more than the dollar
amount indicated.

Mr. Rasmussen said the figures for the sewer system would be approximately $1.6 million
and the detention basins would be about $600,000. The sewer fees would be determined by a
different ratio than the roadway.

Mayor Tarver supported Alternate four with fewer units. He would like to see Vineyard
Avenue realigned for safety reasons and a trail put along the Arroyo, to separate the pedestrians,
equestrians and bicyclists from the roadway. He wanted the school, the road and the services
constructed before a final map is processed. He does not want quarry activity on lot 21. He
supported the Vineyard Avenue Alternate B proposed by the local residents. He also does not want
to approve any applications that are going to increase the traffic generation rates. He would like
homes against the trail area and change the gateway to allow vineyards and open space along
Vineyard Avenue. He felt it would be a waste to close the road off completely.

Ms. Michelotti said the idea was to have the green area on one side and Shadow Cliffs on
the other side. So as someone drove through the area they would go through a gateway.

Mayor Tarver said until the quarry stops operating people would not be able to see a
beautiful trail setting. He said the development could be moved to the back and the green space
moved along both sides of Vineyard Avenue.

Ms. Ayala wanted to preserve the character of Vineyard Avenue. She felt by doing the
bypass road along the quarry section would leave the old Vineyard Avenue for through traffic only
and a trail for the children to walk to school.

Mayor Tarver said with a trail on the backside along the Arroyo, the children would be able
to move around the school without having to cross the main road.

Ms. Ayala did not understand why the Mayor wanted to put more traffic on the old road.
She would like to construct another road and leave the old road for local traffic only.

Mayor Tarvet did not want to build a whole new road to bypass the Vineyard Corridor.
Ms. Ayala asked if the neighborhood wanted the bypass road.

Mr. Rasmussen said there was substantial support for relocating the road.

Ms. Michelotti asked what is the consequence of a 2/2 vote?

Pleasanton City Council 10 06/01/99
Minutes
