Mr. Roush believed that the person who has gone through the background check process
theoretically will have a heightened sense of what is involved and would be more aware of looking
for some signs of instability or would be aware that the buyer has a care for the safety aspects.

The roll call vote was as follows:
AYES: Councilmembers- Ayala, Dennis, Michelotti, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

Mr. Pico asked if this would be brought back before Council.

Mr. Roush said no, this was the final action. This does not change the ordinance. These are
administrative regulations to implement the ordinance to be used by staff to ascertain compliance.
In order for WalMart or any other seller to be in compliance, their employees will have to go
through this process. If they did not, then the use permit for the firearm sales could be revoked.

Ms. Dennis said the reason this was continued and brought back was because there were
questions about whether the administrative aspects changed the ordinance.

-- It was moved by Ms. Dennis, seconded by Mr. Tarver, that Resolution No. 99-076, be
adopted that all persons involved in filling out any of the paperwork or who have access or all
involved in the sale of a firearm in such a way that the firearm is handled is required to have
a background check.
The roll call vote was as follows:
AYES: Councilmembers- Ayala, Dennis, Michelotti, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

Item 6c
School Liaison report

Ms. Michelotti indicated the School Liaison Committee met the day before the last School
Board meeting and another meeting was scheduled for June 3, 7:30 a.m. Not much could be
accomplished until after the School Board meeting, where a decision would be made on the
Vineyard School and the high school improvements. Buster McCurtain and Brian Swift will coffer
before the next meeting (6/3/99) and all the scenarios will be presented regarding the students
generated under the current schedule and what the impacts will be. The Committee can then get on
with its report for presentation to the Council and School Board. There is definitely an interest on
the Committee in getting another agreement that would guarantee that the fees would be paid to the

Pleasanton City Council 24 06/01/99
Minutes
