case or a catalogue, but if a customer wants to see the gun, then the qualified person should be <br />called to deal with the customer. <br /> <br /> Ms. Michelotti asked if this requires everyone in the department to be fingerprinted. <br /> <br /> Ms. Dennis said no, only those who will be handling the firearm and filling out the <br />paperwork, not just anyone who discusses firearms only. <br /> <br /> Mr. Tarver said the procedure addresses the person "most responsible" who is involved in <br />showing the firearm and filling out the DROS. Who has key access to the gun and who controls it <br />until it goes back into the case or is given to the customer? That is the one to be fingerprinted and <br />have his/her background checked. <br /> <br /> Ms. Dennis felt that was closer to what she wanted when the ordinance was put to a vote. <br />This could cause some inconvenience to retailers and she would like the retail operator to be able to <br />give customer assistance immediately. It doesn't hurt to have an additional salesperson there to <br />discuss the guns. <br /> <br /> Mr. Tarver suggested adopting the administrative procedure and that provides anyone that is <br />involved in the sale of firearms, showing firearms to customers or filling out the DROS or handing <br />the gun over to the customer, should have the background check. <br /> <br /> Mr. Roush believed that examples 1 through 5 may be necessary because they dealt with <br />different types of stores and firearm sellers. He felt examples 3, 4, and 5 could be modified. The <br />first sentence would include the person who shows firearms and or who fills out the DROS would <br />be required to have fingerprints processed and provide background information. The person who <br />only discusses firearms would be excluded. <br /> <br /> Mr. Tarver objected to all the different distinctions. The same thing applies; if you touch a <br />gun, you have to be fingerprinted and provide background information. <br /> <br /> Ms. Dennis felt that was a good distinction.
