Ms. Ayala inquired about how to review the architectural design of the school.
Mr. Pico felt that should be done by separate motion.

The roll call vote on the original motion was as follows:
AYES: Councilmembers- Ayala, Michelotti, and Pico
NOES: Mayor Tarver
ABSENT: None
ABSTAIN: CouncilmemberDennis

Ms. Ayala requested a recommendation to the School District regarding the architectural
design of the school.

Mr. Rasmussen indicated that was being done already. Staff is requesting that the design of
the school be consistent in character with the designs for the medium density residential area that
surrounds it and that the School District staff work with the City staff on the designs and
development plan.

Ms. Michelotti said that if Council is going to review the design guidelines for the school, it
ought to look at the design guidelines for those two properties. They are right next to each other
with similar topography. She did not understand why Council would not do that.

There was a break at 9:40 p.m.

The meeting reconvened at 9:45 p.m.

Item 6b
Administrative procedures on firearms sales permits and establishment of a fee. (SR 99: 155)

Michael Roush presented the staff report.

Mr. Pico asked if this would apply to gun dealers at gun shows at the fairgrounds.

Mr. Roush said this would not apply because of the policy that Council has adopted
allowing historical uses, such as firearm sales, at the fairgrounds.

Bob Thomas, 3085 Carriker Lane, Soquel CA, owner of Outdoor World, thanked staff for
allowing him to work with them in writing these procedures. He had one problem with the
redundancy in fingerprinting and record keeping. He felt less government was better and he
favored reducing paperwork. He and every member of his Board are fingerprinted by the
Department of Justice (DO J). All management and sales people attend classes held by the
Department of Alcohol, Tobacco and Firearms (ATF) to keep abreast of all the current laws.
