A substitute motion was made by Ms. Michelotti, to allow one lot on Lot 29, two lots <br />on Lot 30 and two lots on Lot 31, and the two lots be removed from Lot 21. <br /> <br /> Mayor Tarver preferred taking two units off Lot 23, which would allow that Lot ten new <br />homes, not twelve. That is due to the density of the rest of the lots on that side of Vineyard. <br /> <br /> Ms. Ayala asked if the owners of Lot 23 could then come to the next meeting to ask for <br />reconsideration. <br /> <br /> Mr. Swift said someone could ask for reconsideration, or Council could ask for staff to <br />bring back the final recommendations and reopen the public hearings. <br /> <br /> It was moved by Mr. Pieo, seconded by Mayor Tarvet, to modify Recommendation <br />5(B) so it does not apply to Lot 31 and make the total units allowed 190. <br /> <br />The roll call vote was as follows: <br />AYES: CouncilmemberPico and Mayor Tarver <br />NOES: Councilmembers Ayala and Michelotti <br />ABSENT: None <br />ABSTAIN: CouncilmemberDennis <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Ayala, to adopt the remainder of staff <br />recommendations: 4. Making the findings that the Specific Plan and Pre-Zoning/Rezoning, <br />as modified, are consistent with the General Plan, and make the required environmental <br />findings as set forth in Attachment 6, Exhibits A and B (May 18, 1999 City Council packet) <br />for the Draft plan; 5. Adopt Resolution No. 99-073, approving the Draft Specific Plan, subject <br />to the recommended changes to Exhibit C, and the changes made at this meeting; 6. adopt <br />Resolution No. 99-074, approving the Environmental Impact Mitigation Monitoring <br />Program; 7. Introduce Ordinance No. 1782, to be read by title only and waiving further <br />reading thereof; 8. Indicating Council support of the other Planning Commission <br />recommendations. <br /> <br /> Ms. Michelotti requested an amendment that does not force medium density units next to <br />the low-density units on the Goodwin property. She preferred the original concept in the design <br />guidelines, which allowed clustering. She wanted the Goodwin property to have more flexibility in <br />colors. <br /> <br /> Mr. Pico did not accept that amendment. <br /> <br /> A substitute motion was made by Ms. Michelotti to adopt Mr. Pieo's motion except <br />that the medium density units not be located near the low-density units of the Hines and <br />Goodwin properties and that the two areas be consistentwith regard to color guidelines. <br /> <br /> There was no second and the motion died. <br /> <br />Pleasanton City Council 18 06/01/99 <br />Minutes <br /> <br /> <br />
