inn/conference facility/spa that would have been conditionally permitted on Lot 28 was <br />recommended to be deleted from the plan entirely. <br /> <br /> Ms. Michelotti agreed with that except for the limitation to medium density only. <br /> <br /> Mr. Swift said adding them to all residential areas would take care of that. <br /> <br /> Ms. Ayala asked why this would not be a good idea and whether the economic plan had <br />reviewed this. <br /> <br /> Mr. Swift said the economic feasibility study looked at the large bed and <br />breakfastJconferencecenter and did not speak to the smaller units. Originally the bed and breakfast <br />concept was an outgrowth of the South Livermore Specific Plan, which wanted to attract these uses <br />to the Vineyard Corridor. Those typically are situated in and among vineyards, on vineyard estate <br />type lots. No one wanted to lose vineyard area to a bed and breakfast so they were taken out. With <br />a conditional use permit application, it is possible to control how many get built in a particular area. <br />It is possible that someone would open a B&B in a low density area as well as in a medium density <br />area next to a vineyard, but he did not think there would be very many; especially if it requires the <br />sacrifice of one for sale lot for a two bedroom bed and breakfast. With both the conditional use <br />permit and the fact that it deletes a for sale unit, it is not likely there will be very many. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala and Michelotti <br />NOES: Councilmember Pico and Mayor Tarver <br />ABSENT: None <br />ABSTAIN: CouncilmemberDennis <br /> <br /> The motion failed. <br /> <br /> Ms. Michelotti then referred to page 32 of the Design Guidelines regarding fencing. <br /> <br /> It was moved by Ms Michelotti to change the language regarding fencing to read as <br />follows: "Solid board fencing in moderate to steeply sloping terrain is not appropriate. <br />Open fencing with landscaping should be encouraged when located in close proximity to a <br />residence. If solid fencing is desired, it is limited to be four feet in height solid with two feet of <br />lattice on top." <br /> <br /> The motion failed for lack of a second. <br /> <br /> Ms. Michelotti said she would like open fencing in the entire Corridor, but this is a <br />compromise to try and keep solid fencing out, which looks like higher density development. <br /> <br /> Ms. Ayala thought there might be problems for property owners in certain areas because the <br />terrain is so different. <br /> <br />Pleasanton City Council 14 06/01/99 <br />Minutes <br /> <br /> <br />
