Mr. Rasmussen said six-foot fencing would be appropriate around swimming pools for <br /> safety purposes. Four feet solid with two feet of lattice would accommodate safety requirements. <br /> In the interest of privacy, however, many people would prefer an entirely solid fence. <br /> <br /> Ms. Ayala felt the requirement was for steeply sloping terrain. <br /> <br /> Ms. Michelotti did not want solid fences anywhere on the steeply sloping areas. Golden <br /> Eagle was not supposed to have fencing and there are now long lines of fences that are very visible. <br /> If you go to the area near Bernal and Foothill, there is open fencing with landscaping that has taken <br /> the place of solid fencing. This is much more pleasing than walls of fencing. <br /> <br /> Mr. Tarver felt this all comes down to what does "close proximity to the residence" mean. <br /> It is not a fence 20 feet from the residence. It means it is close to the house and gives people <br /> privacy. <br /> <br /> Mr. Swift said these projects would all require PUD development plans and staff could <br /> include language that the fencing plans be included for review. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Miehelotti, to add a condition that would <br /> refer the fencing plans as part of the PUl) approvals. <br /> <br />-- The roll call vote was as follows: <br /> AYES: Councilmembers - Ayala, Michleotti, Pico, and Mayor Tarver <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: CouncilmemberDennis <br /> <br /> Ms. Michelotti objected to selecting the type of material and color of houses based on the <br /> density. She believed there would be objections from homeowners when wood houses are required <br /> in a wooded area, when stucco was more fire safe. She felt the condition should be modified to <br /> allow more flexibility. She clarified that there was greater variety of colors in medium density <br /> housing. <br /> <br /> Mr. Rasmussen agreed and indicated the hillside homes are recommended to be more <br /> earthtone so that when viewed from a distance, they tend to be less obvious. <br /> <br /> Ms. Michelotti wanted a definite palette set out so there would be no controversy in the <br /> future. She referred to the medium density on the Hines property near the Goodwin property. They <br /> are part of the same area yet one has completely different restrictions than the other. There are also <br /> different architectural requirements.
