Mr. Swift said it may or may not affect it all depending on how the requirement is reviewed <br />by Council at a subsequent time. For instance, the financing plan may allow development of the <br />west end to proceed with infrastructure designated for it, such as sewer line and water connections. <br />Council would review how the phasing plan fits with the overall infrastructure. That would be <br />done prior to approval of a tentative map within the project area. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers- Ayala, Michelotti, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: CouncilmemberDennis <br /> <br /> It was moved by Ms. Ayala, seconded by Mayor Tarver, to incorporate into the <br />Specific Plan a requirement that the relocated Vineyard Avenue provide access to the <br />elementary school concurrently with the school's development. <br /> <br /> Ms. Michclotti wanted to bc certain there would be no stumbling blocks to providing a <br />neighborhood school. She did not think it was possible to open the school with all its impacts <br />unless the road was in place. <br /> <br /> Mr. Pico said the School District could build the school whenever it wants to. <br /> <br /> Mr. Swift said that was correct, but the road construction would be timed to match the <br />School District's construction schedule. The financing plan would take into consideration the <br />financing of the road. The School District is responsible for 40% of the road. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Michelotti, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: CouncilmemberDennis <br /> <br /> Ms. Michelotti suggested a motion to remove the requirement for organic methods of <br />viticulmre. Mr. Pico believed that had already been resolved if the staff recommendations <br />approve& <br /> <br /> It was moved by Ms. Miehelotti, seconded by Ms. Ayala, to allow bed and breakfasts <br />be a conditionally allowed use in the entire Vineyard Corridor. <br /> <br /> Mr. Rasmussen indicated the draft Specific Plan allowed for bed and breakfast inns to occur <br />in the open space area, the vineyard area and in hilly areas. As the plan went through the Planning <br />Commission review there were recommendations to change that to allow there uses only in the <br />medium density residential district next to open space areas or vineyards, but not actually take up <br />vineyard space or in the open space areas.
