indicate support for requiring the road relocation and other infrastructure to go in at the same time <br />as the school construction. If this were to occur, in order to fund this up front infrastructure, there <br />would need to be a financing plan. <br /> <br /> Ms. Ayala agreed with all of Mr. Pieo's comments. She also felt the architectural design of <br />the school was very important and felt the City could work with the School District to make sure <br />the design is compatible with the area. <br /> <br /> Ms. Michelotti agreed there was a need for a school in this area of the community and that <br />the site was appropriate. She referred to the Design Guidelines and suggested that wherever <br />possible in the Vineyard Corridor that open fencing be used. Where solid fencing is needed for <br />privacy or around a pool she suggested using four feet of solid fencing with two feet of lattice. This <br />gives a more open feeling and in other places she encouraged wrought iron or hogwire with <br />landscaping. She wanted to preserve the agricultural or natural setting arabianee. She displayed a <br />board showing house colors and requested flexibility on colors according to where the house is <br />sited rather than based on density. She wanted staff to have flexibility. In addition, one of the <br />Planning Commission recommendations was that medium density housing be moved more towards <br />the low density houses on the Goodwin property in response to the Foleys' request. She disagreed <br />with this and preferred the Goodwin property be planned more like what the draft Specific Plan had <br />indicated a vineyard estate would resemble and the other housing clustering. She did not think <br />concerns about the ranch operation should determine where the density on the Heinz property <br />should be placed. She did not want the back fencing of houses on the cul de sac near Old Vineyard <br />to have fencing that was obtrusive. She preferred landscaping or other screening to preserve the <br />atmosphere. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Michelotti, to adopt Resolution No. <br />99-073, certifying the Environmental Impact Report for the Vineyard Avenue Corridor <br />Specific Plan and PUD rezoning (and PUD Pre-zoning for Minor Annexation). <br />The roll call vote was as follows: <br />AYES: Councilmembers Ayala, Michelotti, and Pico. <br />NOES: Mayor Tarvcr <br />ABSENT: None. <br />ABSTAIN: CouncilmemberDennis. <br /> <br /> It was moved by Ms. Ayala, seconded by Mayor Tarver, to add a condition requiring <br />staff to bring back to Council for review and approval prior to any approval of a tentative <br />map for the project area a financing plan showing how the infrastructure can be phased in <br />conjunction with the development of the Specific Plan. <br /> <br /> Ms. Michelotti asked how this motion affects the properties on the west end, which already <br />have infrastructure. <br /> <br />Pleasanton City Council 12 06/01/99 <br />Minutes <br /> <br /> <br />
