Mr. Kleffman proposed that the developers impact fees committees charter be expanded
to look at additional funding potentials for a third high school and asked the District to put
together a report regarding a third high school.

Ms. Michelotti asked if he would be in attendance at the May 25 meeting.

Mr. Kleffman said yes.

Deborah Kleffman, 3027 Briggs Court, indicated that people could obtain a copy of the
ROCA report from the City Clerk's office and highlighted items listed in the report. She had
concems over how the schools are being funded. Are the tax payers paying for the high school
expansions under Measure B or are the developers paying for it under the school import fee
agreement? She had questions with the funding for Amador,Vintage Hills, Harvest Park,
Hacienda, and Mohr Elementary.

Ms. Michelotti asked if this report had been submitted to the School Board.

Ms. Kleffman said it would be submitted to the Board next week. She asked about the
cash flow and would like to know where the money is going.

Ms. Michelotti asked if she was asking the City Council to fund an independent audit.

Ms. Kleffman said she is making a recommendation that the Liaison Committee pay for
the audit out of the school impact fee agreement funds.

Ms. Michelotti felt the appropriate place to discuss this would be at the Liaison
Committee or at the School Board meeting.

Mr. Kleffman said at the last School Impact Fee Committee and School Board meeting he
requested an audit.

Mayor Tarver said the Liaison Committee could discuss this with the School Board and
whether there is interest in supporting the request.

Ms. Dennis asked if the discussion needed to be agendized to provide direction to the
representatives of the Liaison Committee.

Ms. Acosta said the request has been made. The Liaison Committee can discuss this and
bring back a report. If the Council is not satisfied with the results, it can give the Committee
other direction.

Ms. Michelotti said a report will be brought before the Council at every Council meeting
regarding the School Impact Fee meetings.

Pleasanton City Council 9 05/18/99
Minutes
