Julie Testa, 6220 Camino Del Lago, said this issue has been presented to the School
Board in many forms. The overcrowding of schools has been predicted since 1992. She has a
letter dated 1994 that was a gathering of concerned citizens questioning the impact of new
development on the schools. There has been concern for many years, but the attitude is to wait
and see what happens. In the meantime the schools have reached critical mass. She is appealing
to the Council to be a joint participant to help in expediting resolving the concems. The District
has agreed to do some form of an audit. The Reduce Overcrowded Campuses Alliance (ROCA)
feels it should be an independent audit.

Ms. Michelotti reiterated that the Liaison Committee is discussing these issues and
appreciated the input.

Ms. Ayala said she will do her best to provide information to the people that are making
this request.

Mayor Tarver encouraged the Liaison representatives to get the cooperation of the School
Board to provide whatever mechanism would make those people that have issues and questions
the most comfortable. He felt it would be a great step if the School Board and Liaison
Committee would work through this as quickly as possible to get the schools constructed.

Ms. Dennis felt there was a benefit in having an independent person pull all the
information together and provide one report.

Mr. Pico suggested taking testimony from the youth on Item 6c so they would be able to
go home at a reasonable hour.

Item 6c
Applications for the approximately 384-acre area which is locally referred to as the Vineyard
Avenue Corridor, located in southeast Pleasanton east of Montevino Drive and west of the
Ruby Hill development. (SR99: 126)

( 1 ) Certification of the Final Environmental Impact Report

(2) SP-97-03, Specific Plan to permit 189 new homes, possible limited commercial uses such
as a bed-and-breakfastinn and winery, 20-acre community park, 12-acre elementary school,
vineyards, open space, and a realignment of Vineyard Avenue to a location near the Arroyo
del Valle.

(3) RZ-98-02, Prezoning/Rezoning to the following Planned Unit Development (PUD)
designations: Semi-Rural Residential, Hillside Residential, Low Density Residential,
Medium Density Residential, Open space, Vineyard, Community Park, and Elementary
School.

Mayor Tarver declared the public heating open.

Pleasanton City Council 10 05/18/99
Minutes
