He indicated that the budget is
tight for the coming year, so all the decisions and impacts have to be looked at very carefully. He
mentioned two meetings would be held by the School Board on May 25 and June 8 to discuss
these issues further.

Ms. Michelotti indicated a meeting would also be held on May 24 at 7:30 a.m. She
appreciated Mr. Eddinger's update.

Ms. Ayala said the developer community has been extremely supportive about looking at
the issues of the overcrowding of the schools.

Ms. Michelotti was happy to see the support from the developers and the community.

Mayor Tarver asked if the funds to construct the schools necessary to serve the
community are covered by the agreement. That is, is the money there to construct the schools
when the community needs them?

Mr. Eddinger said the needs of the community through buildout have been discussed.
Changes will certainly be looked at over the years.

Mayor Tarver asked if growth is needed to build the new schools.

Mr. Eddinger said the agreement has a provision that if there is a shortfall in funding,
certain developers would provide the funding needed. Therefore the committee is creating three
scenarios concerning growth. He said it is important to know what is going to happen with the
growth. He said the School District is moving forward on the new middle school, the Vineyard
property, and the San Francisco property.

Ms. Michelotti said a report will be done for the June 15 meeting. She asked about the
status of the Case Avenue school.

Mr. Eddinger said Case Avenue school would be open for occupancy in the fall of 2000.

Tim Kleffman, Reduced Overcrowded Campuses Alliance, 3027 Briggs Court, presented
the Council with a letter requesting an independent audit of the developer fees, in conjunction
with Measure A, B and the State reimbursements associated with capital projects for the schools.
He read the attached letter. He asked when his questions would be answered to his questions that
were submitted on April 13 at the joint meeting.

Ms. Michelotti said staff would follow up.

Pleasanton City Council 8 05/18/99
Minutes
