In 1996 election, asking people to vote on bringing the train to Pleasanton, no other alternatives
were listed for the corridor. She felt alternatives should be spelled out to the community, so they
will know the benefits of bringing the train in or not. Also the voters were not informed about
the increased usage of the tracks or the amount of land that the construction of the train tracks
would need. She felt there were still a lot of issues left to resolve. She said the East Bay
Regional Park District is trying to promote the Iron Horse Trail. She felt it would be hard to
share the railroad right-of-way with the train, trail and parking that is needed for the downtown
area. Currently she is working on the Youth Master Plan Task Force. Part of the youth input
received indicates the youth want more areas that they can use in-line skates, bicycles, and skate
boards.

Bob Maas, 7942 Racoon Hollow Court, Ballistic Soccer Club, said the Club was founded in
1968 and anticipates that 2500 boys will enroll. The girls program will also enroll approximately
2500 and the adults that participate will be approximately 1100. The sport is growing by leaps and
bounds. He thanked the Parks Department for some of the best soccer fields and parks in
California. Some of the fields have become overused and it was time to look into the possibility of
constructing a soccer complex or park that does not incorporate any houses. For the last year the
Ballistic Soccer Club has been working with staff to try and develop the Val Vista project into a
soccer park complex. This proposal is supported by the Park and Recreation Commission. He
thanked the Park and Recreation and staff for their support. He said the Ballistic Soccer Club has
$500,000 to help with this project. He asked Council to support this proposal during the Capital
Improvement Program process.

Ms. Acosta said the project has been included in the Capital Improvement Projects which
will be before Council for consideration in June.

E. J. Saucier, 5216 Genoveseo Drive, had an issue with the time it is taking to complete
Owens and Creekside Park. He asked Council if one of the parks could be sodded instead of
seeding, so the neighborhood would be able to use the park this summer.

Ms. Acosta said staff would provide Council and Mr. Saucier with a follow up memo.

Mayor Tarver said he was not ready to make a decision on the Vineyard Corridor and
requested that Item 6c, Vineyard Corridor to be continued, after the public hearing, to June 1,
1999 City Council meeting.

6. PUBLIC HEARINGS AND OTHER MATTERS

Item 6~
Report from the City Council/School District Liaison Committee regarding the School
Impact Fees.

Chuck Eddinger, President of the School Board, recapped some of the issues the School
Liaison Committee is looking at: Cash flow projections for very limited growth, for growth

Pleasanton City Council 7 05/18/99
Minutes
