Mr. Swift said the key concern was to screen the upper portion of the project from the
public's view from Foothill Road. The developer agreed to plant additional trees. The visual
analysis done always had the project visible from the valley, but trees are planted around the
perimeter. Over time the houses will blend in with the trees.

Ms. Ayala said she would love to see if there was anything more that could shield the
view.

Mr. Swift said a berm has been built at the extreme eastern edge of the quarry area which
as the trees mature will soften the view.

m. Adopt Resolution No. 99-056, approving the program supplement No. 045-R1 to Local
Agency-State Agreement for Federal Aid Project No. 04-5101 for First Street Bridge at
Arroyo Del Valle, Project No. 955029. (SR99: 135)

n. Accept the Actions of the Zoning Administrator and Planning Commission. (IR99:25)
No action was required or taken on this item.

o. He asked if the City would waive the insurance requirement. He
understood insurance was available through the Parks and Community Services Department for
$100.
