Approve the final map for Tract 6581, Castlewood Estates; authorize the City Manager to <br />"' execute the Subdivision Agreement for the development; accept all parcels of land and <br /> easements offered for dedication on the final map; and delete Tentative Map Condition <br /> Number 28, thereby removing the requirement for the developer to pay for the <br /> maintenance of the sewer pump station. (SR99: 127) <br /> <br /> k. Accept for normal maintenance the public improvements for Hidden Oak, Tract 6902 and <br /> authorize the City Clerk to file a Notice of Completion for the subject project. <br /> (SR99:128) <br /> <br /> Ms. Ayala asked for an update on the trail adjacent to this subdivision. <br /> <br /> Randall Lum said the trail has become very complicated. The project is to construct a <br /> path along the Arroyo del Valle between Main Street and Harvest Circle. Prior to 1995 there was <br /> a passable trail available and the project was to place an asphalt overlay over the existing trail. In <br /> 1998, during E1 Nino, a modest portion of the trail washed away. In addition, Fish and Game is <br /> requiring the trail to be a concrete path and the railroad is imposing strict requirements for going <br /> underneath the railroad trestle. These requirements have increased the cost of the project <br /> significantly, particularly the portion from the railroad trestle to Harvest Circle. The portion <br /> between the railroad trestle and Main Street, Hidden Oaks has contributed $33,000, which is <br /> sufficient to construct a concrete path for that portion of the trail. Staff believes the trail can be <br /> constructed to weather a storm in the future. The other portion, from the railroad on, staff is <br /> · ~* reviewing altemates with the railroad to accommodate its needs and still cost effectively stabilize <br /> the part that washed away. Even though Hidden Oaks has contributed money, staff is looking at <br /> whether it is feasible to continue the trail. <br /> <br /> Ms. Ayala would like to see the trail completed in its entirety. She asked if landscaping <br /> was required to go from the trail to the project to the top of the fence. <br /> <br /> Mr. Lure believed the contract was just to construct in the trail. He will check on the <br /> landscaping. <br /> <br /> 1. Accept for normal maintenance the public improvements for Tract 6618, Moller Ranch <br /> and authorize the City Clerk to file a Notice of Completion for the subject project. <br /> (SR99: 136) <br /> <br /> Ms. Ayala asked when the project would be shielded from the public's view. <br /> <br /> Mr. Lum said staff worked to verify that all the required landscaping is in place and that <br /> conditions of approval are satisfied. The landscaping is not yet fully mature. <br /> <br /> Ms. Ayala said a photograph showed at the time of approval which shielded the project <br /> from public view.
