Ms. Michelotti indicated the Mayor has also expressed that this is not a high priority. She
" did not want people spending a considerable amount of time on this issue and not be able to
accomplish anything. She said there are higher priorities that required spending time on at the
present moment. She indicated that approximately four years of study has already been spent.

Ms. Dennis felt the East Side properties could be studied at the same time the San Francisco
property was being studied. She suggested looking at the properties as a place where the
community may need to do things in the future, not as a high priority, and how potential problems
could be solved. She felt this area was just as important as the San Francisco property and why
would one be looked at and not the other.'? She said looking at both properties at the same time
might be less time consuming and less costly. She said the area is an important part of the City
and a long-range plan should be looked at.

Ms. Michelotti agreed a long-range plan should be looked at. In particular, property that
has not been looked at before should be looked at for the possibility of parks or other uses. But for
now she would just like to get through the next six months. She said there were already a lot of
issues on the agenda regarding the San Francisco property. She felt the time was not right to create
another committee.

Ms. Dennis moved to go forward with the East Pleasanton Study Committee.

The motion died from a lack of a second.

It was moved by Ms. Michelotti, seconded by Ms. Ayala, to not move forward with the
East Pleasanton Study Committee at this time.
The roll call vote was as follows:
AYES: Councilmembers Ayala, Michelotti, and Pico.
NOES: Councilmember Dennis.
ABSENT: Mayor Tarver
ABSTAIN: None.

It was moved by Mr. Pico, seconded by Ms. Ayala, to discourage development on the
East Side property during the interim.

Ms. Michelotti did not want to put the City in a position where it could not legally defend
itself.

Mr. Pico said his motion was not to jeopardize the City in any manner. He was indicating
to staff Council' s desire to not encourage any development in that area.

Pleasanton City Council 16 04/20/99
Minutes
