Steve Goins, 1552 Oxsen Street, thanked Council for the opportunity to serve on the <br />Committee. He could understand if Council decided to defer this issue until a later date. He would <br />be willing to participate in the process whenever it took place. He supported setting priorities and <br />realized there were limited resources in order to complete the process. He felt it might be <br />appropriate to complete other priorities in order to move this issue forward. He did caution Council <br />that the public' s perception is negative when processes take a long time to move forward. He urged <br />Council to take the community' s perception into consideration when making its decision regarding <br />the East Side Pleasanton Plan, as well as the San Francisco/Bemal property process. <br /> <br /> Vice Mayor Ayala thanked him for applying for the Committee and encouraged him to <br />apply for a Commission. <br /> <br /> Mr. Coins said if time allowed he would like to continue participating. <br /> <br /> There were no further speakers. <br /> <br /> Ms. Dennis felt this side of the City was extremely important. She said many discussions <br />have been held regarding the San Francisco property, the need for infrastructure; flood control, <br />locations for schools, etc. These discussions have changed her vision for the scope of the East Side <br />Study. She would like to have an active committee look at the same issues that the City is trying to <br />resolve with the City of San Francisco. She felt it would be important to first realize what the <br />City/community wanted to construct on the East Side properties. She felt since the City was <br />discussing the San Francisco property, it was also a perfect time to discuss the East Side properties. <br />She supported moving forward with the study. <br /> <br /> Ms. Ayala said timing is everything. She agreed that committees like to make <br />recommendations and then see those recommendations implemented. She felt there was enough on <br />the priority list presently and did not support moving forward on this issue right now. <br /> <br /> Mr. Pico felt waiting on this issue would open the door for a developer to proceed with a <br />development plan for the property and that Council's action to postpone a specific plan might be <br />seen as an action to circumvent the desires of the community. He would support not continuing <br />with an East Side Plan only if a moratorium were to be placed on the properties until such a study <br />can be done. He asked Council not to approve any development for the east side before a specific <br />plan is approved. <br /> <br /> Ms. Ayala said because of the infrastructure problems that the City is facing to date, it <br />seems premature to study the area.
