Review the bids received and award the contract for First Street Bridge at Arroyo Del Valle and Roadway Improvement, Project No. 955029, to FCI Constructors of San Jose, California for a low bid of $3,740,777.40; approve the contract amendment No. 6 with URS Greiner, Inc., not to exceed the amount of $95,000 to provide construction related engineering and survey services; approve a contract with M K Centennial, not to exceed the amount of $410,074 to provide construction management and inspection services; approve a contract with Parikh Consultant, Inc., not to exceed the amount of $20,320 to provide geotechnical and material testing services; approve a contract with ENTRIX, Inc. not to exceed the amount of $20,000 to monitor biological resources mitigation measures during construction; authorize the City Manager to enter into the above contracts; appropriate an additional $131,606 in gas tax funds for the First Street Bridge at Arroyo Del Valle, Project No. 955029; and appropriate an additional $76,749 in water expansion funds for the Looped Water Main on First Street at Stanley Boulevard, Project No. 971023. Approve the plans and specifications for the coating, lining and installation of cathodic protection - tank 510, Project No. 971018; review the bids received and award the contract for the subject project to Blair & Sons, Inc. of Benicia, Califomia for a low bid of $105,200 for the recoat option; authorize the City Manager to enter into the above contract; and authorize the Director of Public Works to approve and execute contract change orders for a contingency amount not to exceed $15,800. Approve the plans and specifications for the Sports Park Drive resurfacing, Project No. 968029; review the bids received and award the construction contract for the subject project to Redgwick Construction, Inc. for a low bid of $126,633; approve the contract with BSK & Associates to provide geotechnical services at a not to exceed cost of $2,400 for the subject project; and authorize the City Manager to enter into the above contracts. Adopt Ordinance No. 1774, authorizing an amendment to the contract between the City Council of the City of Pleasanton and the Board of Administration of the California Public Employees' Retirement System. g. Adopt Resolution No. 99-023, declaring that weeds, rubbish or refuse upon or in front of certain described properties within the City of Pleasanton constitute public nuisances and that the same shall be abated, and setting a public hearing in regard to the same.
