Ms. Dennis asked if comments had been received from the Economic Vitality <br />Committee, the Chamber of Commerce, or the business community. She would be interested in <br />hearing what these groups had to say. She felt what was being proposed is different than what <br />was discussed in the past. <br /> <br /> Ms. Acosta said if Council wanted staff to solicit that input the item would have to be <br />continued. <br /> <br /> Mayor Tarver said his preference was to follow the recommendations of the Housing <br />Commission. He appreciated the concems that staff has and it may end up that City businesses <br />will feel they did not get a fair deal. He said the discussions with the Tri-Valley Business <br />Council and others have always talked about a regional solution to jobs/housing balance. He felt <br />the recommendations were worth trying. <br /> <br /> It was moved by Mr. Pico, seconded by Mayor Tarver, to adopt a resolution <br />establishing a revised City Preference System for City-Assisted Affordable Housing <br />Projects. <br /> <br /> Ms. Ayala felt it was better to have broader categories; otherwise the City would be <br />opening up more avenues for complaints. <br /> <br /> Mr. Bocian said the Commission discussed the potential administrative problems trying <br />to verify information on the number of years a person has been a resident and how many years a <br />person has worked in the Tri-Valley area. He said a complaint has never been made against how <br />the process has been set up. <br /> <br /> Ms. Dennis did not want to open the process up to those employed in the Tri-Valley area <br />without discussing the consequences, because the category of people would be expanded who <br />could apply and there would be limited resources. She wants to provide housing to people who <br />were bom and raised here, but the dimensions should be discussed regarding the basis on how <br />the points are awarded. Therefore she wanted to refer this for further discussion. <br /> <br /> Mr. Pico withdrew his motion. He made a substitute motion to continue this item to <br />solicit input from other Commissions, the business community and other organizations in <br />the Tri-Valley area. <br /> <br /> Ms. Acosta said she has received telephone calls from individuals who believe they <br />should be in the system. She encouraged the Council to think about the possibility that the <br />program could become a closed program and interfere with the diversity in the community.
