It was moved by Ms. Dennis, seconded by Ms. Ayala, to adopt Resolution No. 99-032, approving the allocation of Federal and City funds relative to the Community Development Block Grant (CDBG) Program for Fiscal Year 1999 (99/00). (SR99:78) The roll call vote was as follows: AYES: Councilmembers- Ayala, Dennis, and Mayor Tarver. NOES: None ABSENT: Councilmember Michelotti. ABSTAIN: Councilmember Pico Item 6f Approval of proposed Tri-Va!ley Housing scholarship program to be funded through the Federal H.O.M.E. Program for Fiscal Year 1998 (98/99). (SR99:79) Steven Bocian presented the staff report. Ms. Dennis said this program has been very successful in the City of Fremont and hoped all the agencies in the Tri-Valley area would cooperate to ensure the success of the program. Mayor Tarver declared the public hearing open. Randy Fewel, Allied Housing, 22245 Main Street, Suite 200, Hayward, wanted the program to be something that is earned. She felt it would be more special and landlords more willing to participate if the people have to work towards a scholarship. She explained how the Fremont program worked. She was very excited about this program. Ms. Ayala was encouraged by the program and hoped she would be able to tell the Council about families that have successfully made it through the program. Ms. Fewel said there are already three families that have been approved for the program. There being no further speakers, the public hearing was closed. It was moved by Ms. Ayala, seconded by Ms. Dennis, to adopt Resolution No. 99-033, approving the overall funding allocation for the CDBG program for fiscal year 1999 (99/00) as shown in Table A; directing staff to submit the annual action plan and related documentation for FY1999 to HUD by the applicable deadlines; and authorizing the City Manager to enter into contracts with subgrantees for FY1999 funding and to take all other necessary actions to carry out the CDBG program for FY 1999.
