The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Pico and Mayor Tarver. <br />NOES: None <br />ABSENT: Councilmember Michdotti. <br />ABSTAIN: None <br /> <br />Item 6d <br />Status of Downtown Parking Study (SR99:81) <br /> <br /> Because he owns a business in the downtown area, Mr. Pico commented he would abstain <br />from the discussion and stepped down from the dims. <br /> <br /> Bill van Gelder presented the staff report. <br /> <br /> Mayor Tarver has never understood how the parking zone can be enforced. <br /> <br /> Mr. van Gelder said the police put a chalk mark on one of the tires. If a vehicle leaves <br />and comes back, it is unlikely the chalk mark would still be there. <br /> <br /> Ms. Dennis asked if any thought had been given to using land from the Delucchi Park for <br /> combination parking structure/commercial development that could be leased and putting a park <br />in the middle of the downtown area where it would be used more frequently. <br /> <br /> Mr. van Gelder said a lot more work needs to be done on the downtown square concept <br />and staff would consider her suggestion. <br /> <br /> Ms. Dennis felt if parking was going to be put all over the downtown area and the City <br />was having to purchase land, why not use Delucchi Park? The City already owns the Delucchi <br />Park land. <br /> <br /> Mr. van Gelder said the business community looks at the parking differently than the <br />residential community and there are limits how far a person will walk. The Southem Pacific Rail <br />Road fight-of-way is very convenient to the downtown area. <br /> <br /> Mayor Tarver asked staff to clarify the need for expanded two hour parking limit zone on <br />the downtown side streets and the community's response. <br /> <br /> Mr. van Gelder said staff received a letter in regards to the New Rochelle parking, which <br />is public parking; he received a phone call regarding parking on Ray Street and other phone calls <br />that were not in support of expanding the two hour zone.
