The motion died for lack of a second. <br /> <br /> Council discussed the need to encourage conservation and it was determined that this <br />would be addressed in more detail when staff returns with a report in December. <br /> <br /> Ms. Mohr expressed her concern that a discount also be provided for those on fixed or <br />reduced income. She was also in favor of grater penalties for excessive water users. She <br />referred to the PG&E rate structure as a good example. <br /> <br /> Ms. Scribner stated that if water is considered a basic need, then discount for seniors is <br />illogical and it should be more of an economic factor instead. She would support increasing the <br />lifeline allocation or giving discounts to those under a certain income level. She believed there <br />should be some kind of cap to penalize heavy users. <br /> <br /> It was moved by Mr. Tarver, seconded by Mr. Pico, to adopt Resolution No. 94-97, <br />restoring the 20% senior discount and retaining the tier structure until at least December 1994. <br />The roll call vote was as fOllgwS: <br />AYES: Councilmembers -Dennis, Mohr, Pico, and Mayor Tarver <br />NOES: Councilmember Scribner <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Council directed staff to bring back some way of regulating irrigation and excessive <br />watering of medians. <br /> <br /> Mr. Tarver suggested investigation of economic need and adjusting the lifeline rate to be <br />more in agreement with the average use. <br /> <br /> Ms. Scribner asked that the condition of water meters be investigated. She stated her <br />bills vary a lot and her habits do not vary that much. <br /> <br /> Ms. Dennis suggested inspection of irrigation systems to be sure they are operating <br />efficiently. <br /> <br /> Mr. Lum explained problems with older systems and the need to change over to newer, <br />more efficient systems. <br /> <br /> Ms. Acosta explained the adjustments being made by Prudential to conserve water. <br /> <br />08/16/94 <br /> -7- <br /> <br /> <br />
