George Schneider, 3867 Kilkare Road, Sunol, urged Council to vote against the "'
surcharge.

Herbert Marshall, 3202 Clifford Circle, spoke in support of the senior discount and was
strongly opposed to elevation surcharges. He felt this was divisive to the community.

Linda Adams, 159 Ray Street, indicated she also had to unbury her water meter. She
was concerned about the tier pricing. She did not want areas of the city to be treated differen~y.
She was also opposed to elimination of the senior discount and believed the six unit usage
category was unreasonable.

Alvin DuCharme, 2263 Kilkare Road, Sunol, stated he understood the costs of getting
water to higher elevations. He was very happy when the Pleasanton Township Water District
was formed and water came to his area. He feels pan of Pleasanton and urged Council to treat
Sunol residents equally.

There being no further testimony, the public hearing was closed.

Ms. Dennis expressed her appreciation for the testimony this evening. She agreed that
all should be treated equally and was in favor of removing the elevation charge. In terms of
conservation and the cost of getting services, the community is impacted the same and all are
involved. -

Ms. Mohr indicated that with the data for the new water system, there was logic
supporting the zones. It is surprising that the ~afianders don't mind paying more to subsidize
the cost of getting water to the hills.

Mr. Pico stated he was never in favor of the zones and did not believe the public had
been given adequate notice of the changes. He commended staff for the meetings that have been
held with the seniors and Sunol residents. He was in favor of retaining the tiered structure to
encourage conservation.

It was moved by Ms. Dennis, seconded by Mr. Pico, to adopt Resolution No. 94-96,
eliminating the elevation surcharge.
The roll call vote was as follows:
AYES: Councilmembers - Dennis, Mohr, Pico, Scfibner, and Mayor Tarvet
NOF_S: None
ABSENT: None
ABSTAIN: None

It was moved by Mr. Pico to reinstate the 20% senior discount and to apply the same
discount to the School District.

08/16/94
-6-
