Mr. Chris Wood, 7816 Foothill Knolls Drive, representing the homeowners association, <br />indicated he had been working with the developer on the project for the last five or six years and <br />the homeowners association was in support of the project. <br /> <br /> There being no further testimony, the public hearing was closed. <br /> <br /> Mr. Tarver was concerned that increasing the lot sizes would create amassing problem <br />on Foothill Road and was bothered by the number of garages. <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Scribner, that Ordinance No. 1632 be <br />introduced, to be read by title only and waiving further reading thereof, approving the <br />application of Davidon Homes for a major modification to the approved PUD development plan <br />for Land Unit A of Laguna Oaks to: 1) modify the required side yard setback and separation <br />requirements of the production and separation requirements of the production lots; 2) modify the <br />private recreation area; and 3)modify the production lot house plans located on an <br />approximately 109 are site at the northeast intersection of Bernal Avenue and Foothill Road. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Mohr, and Scribner <br />NOES: Mayor Tarver <br />ABSENT: Councilmember Pico <br />ABSTAIN: None <br /> <br />Item 7c <br />A0olication of St. Mini-Cab CorVoration for a Certificate of Public Convenience to overate <br />a taxicab business in Pleasanton (SR94: 191) <br /> <br /> Ms. Acosta presented the staff report. <br /> <br /> Mayor Tarver stated the existing cab company has questioned the necessity of having <br />another taxi company in Pleasanton. He inquired how Council can make the required findings <br />and expressed his concern that the existing company may be driven out of business. <br /> <br /> Mr. Roush responded that the staff report sets forth the reasons to approve the Certificate <br />of Necessity and Council must be satisfied the information warrants the findings. With regard <br />to the need and location of a closed stand, those findings are not necessary because the applicant <br />has not requested a closed stand. <br /> <br /> Ms. Acosta indicated problems with too many taxis usually occur only in larger <br />communities. She believed with the BART extension coming, Pleasanton will be needing more <br />taxi service. There have been questions about office space for the cab company but the Code <br />does not require a local office.
