Ms. Mohr indicated the basic question is the difference between a free market or <br />constraint of trade. She was firmly in favor of a free market. <br /> <br /> Ms. Acosta clarified limits are not being set, the concern is about the location of the cabs <br />for purposes of inspection. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> Reza Ghorbani, owner of Yellow Cab in Pleasanton, indicated his main concerns with <br />the new taxi company are: 1) the color scheme and name (he objected to the use of "yellow" in <br />the name); 2) the location issue; and 3) the need for another taxi company. His business is <br />healthy now and he is concerned that the business will suffer due to the competition. He <br />indicated his office is in Pleasanton and he is subject to "surprise" inspections of his cabs and <br />believes the new company should be local so they get the same treatment. <br /> <br /> Lorna Boatwright, General Manager of St. Mini-Cab Corporation, explained that the <br />company name is Veteran's Yellow Cab Company in the Hayward area. The Company is <br />agreeable to operating as Veteran's Cabs in the Pleasanton area and reflecting that in its Yellow <br />Pages ad. <br /> <br /> There being no further testimony, the public hearing was closed. <br /> <br /> Ms. Mohr referred to the comment about surprise inspections. <br /> <br /> Lt. Mike Fraser of the Police Department explained as to inspections, both companies <br />would be treated the same. <br /> <br /> Ms. Dennis expressed her concerns that if the company advertises a local telephone <br />number, then it should have a local office. <br /> <br /> There was then discussion regarding requirements for a local office and whether a <br /> Certificate of Necessity could be issued subject to conditions. <br /> <br /> It was moved by Ms. Dennis, seconded by Mayor Tarvet, to continue this item for two <br /> weeks to allow the City Attorney to bring back an ordinance for discussion purposes to require <br /> a company to have a location in Pleasanton from which cabs would be dispatched. <br /> <br /> The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Mohr, Scribner, and Mayor Tarver <br />NOES: None <br />ABSENT: Councilmember Pico <br />ABSTAIN: None <br /> <br /> 07/19/94 10 <br /> <br /> <br />
